I had the pleasure of attending the book releasing function. It was well organized, nicely orchestrated, and above all, very well attended by a remarkable crowd of officers, which by itself reflected the intellectual respect you deservingly command.

Never in the annals of Tamil Nadu Police history, or perhaps anywhere in India, such a book was so comprehensively written, covering all aspects of police investigation. From now on I am sure, no investigating officer will complete his work without reading and referring to this book.

Setting aside the role of hierarchy, appreciably you have identified and selected a list of personalities, who actually extended their helping hand in shaping up this excellent book.

You make the reader to wonder your skills, with which you have narrated the edicts and codes that existed, dating back to some 4000 years,-during the Babylonian Emperor Hammurabi.

What provoked me was your observation stating, that "all religions primarily address the disposition of Man towards God, as a conflict between a master and his slave." I honestly believe, that while you can successfully bring the whole concept of Crime investigation in 678 pages, no one will be able to comprehensively and conclusively define the concept of the conflict between the master and the slave ,even in 6000 pages!

I smiled when I read your veiled jab, at the absence of uniform civil law applicable to all segments of society. The chapter on confession was so exhaustive; I wondered whether anyone could add one more word to it.

You seem to allow your heart to take part while you are writing! Your narration on marginalization of victims was touching!

Yet another thought provoking quote you made-" set the man right and the world will become alright."

My best wishes for your book to accomplish your mission- let the wrong be punished and the right is respected.

Review of book 'POLICE INVESTIGATION - Powers, Tactics and Techniques' authored by Sh. V.Sithannan, B.Sc.,M.L., Dip in Cyber Crimes, Addl. Supdt. of Police

At the outset I apologize for sending this belated review of the above title book authored by my classmate and now a distinguished Police Officer. I was full of surprise when I receive the invitation for release of the book held on 18.12.2008 at Chennai. Being a close friend and class mate at St. Xavier's College, Palyamkottai, Tirunelveli in 1972-1975, it was amazing to note that the Author has handled such a vast area of Police investigation in a thorough and simple manner. Being naturally a hard working person from his College days, I find his devotion and sincerity in making this Book too. In this era of electronic age, when reading habit is slowly dying, the Author has taken a herculean task of writing this book for the benefit of whole Police Community and also general public who are interested in knowing such a subject. It is a common fact that many police officers do not disclose what they know because of self esteem and self centric attitude. But here is an Officer who has burnt his mid night oil to bring out such an amazing edition. His patience and endurance coupled with deep knowledge of the subject has made this book a great and unique reference book on the subject. Though I am working in equally another investigation agency , as a writer of Articles to journals on indirect taxation etc I choose to write this review as I wanted to share my views with the Tamil Nadu Police officers for their comments. The Author's lucid way has enamored me a lot.

This book has carefully structured 27 Chapters, each one carefully drafted. In the First Chapter on page 20 the author gives a list of responsibilities of Police Officers which every one should appreciate. Recently there is a judgment of High Court which says that no police office officer can refuse to register a complaint, though there is a limitation for the same (P-61). Once FIR is registered consequences are there to be known to every one, both complainant and complained against. The evidentiary value of FIR is dealt in P77 followed by a check list at p78. Equally important is the check list for dying declaration at p129. An elaborate Chapter on Arrest (Ch.14) is a must to read to understand the crux of investigations. Another equally important Chapter is regarding 'Burden proof' which is very vital for any criminal case and the Author's handling of this topic is laudable. In these days of foisting of false case every Police Officer should go through this chapter carefully to avoid any pitfalls.

As a whole, the Author's attempt is a noble one considering the pressure at which each Police Officer has to work.

I whole heatedly congratulate the Author for his Himalayan achievement in bringing out this master treatise on this complicated subject. I pray God to give him strength and power to come out with more such editions. Hats off Mr. Sithannan.
